Ok the way to go about this is as follows: 

You call your provider and tell them to come do a final meter reading as you demolish the house and will let the land empty up for sale. Pay off your final account and close it down.
Switch to solar and never ever call them again.

  However, even if I install to the point where I'm totally energy self sufficient, the fact that the power lines run past my house means that I'm up for a minimum of $130/quarter "access charges" even if I cut the wire to my house..

Not So!

Refuse to pay your last bill and let them cut you off! ;D
Make it a small bill though! ;)

I like the demolish idea. 

But you know the water works like that too.  When they run the pipes past my house, not only will they charge me access charges, despite the fact that I'm totally tank and septic, they have the right to levy charges on my unused bill for the development costs of the pipes.

I reckon - living anywhere that there are wheelie bins is just too too build up for my liking.  There's another charge that I don't want to use but still pay.
